HIPAA-Compliant AI Developer Needed (2 SDRC Forms Automated via Transcript)

I am a vendor of the San Diego Regional Center and need a small HIPAA-compliant internal web application built to automate two specific SDRC forms. The system will take a transcript (from a HIPAA-compliant recorder), process it using a HIPAA-compliant AI model (Azure OpenAI preferred), and automatically fill in the narrative fields for each form.
